Every Cluster is responsible for maintaining interagency agreements with all Special Education districts, area Head Starts and Early Head Starts. The purpose of the agreement is to help make transition between First Steps and other early intervention programs effective and efficient. The agreement is to outline responsibilities and procedures to ensure families have access to important information as they leave one system and enter the next.
